Amethi. Even after 40 days, the police has not been able to get the investigation report in the case of scam in compensation for land acquisition for the bypass of Lucknow-Varanasi Highway-56. The police, who had come to collect the investigation report from Registrar Kanungo, who registered the case on Tuesday, had to turn back once again. However, now the Enforcement Directorate has also intervened in this matter. Actually, the process of distribution of awards and compensation for two bypasses in Musafirkhana tehsil of the district started in the year 2014-15. RD Ram was the SDM of Musafirkhana from 23 February 2015 to 18 September 2015. After this, Ashok Kumar Kanojia was posted on 19 September 2015, and he remained SDM till 25 March 2016.

Let us tell you that in the investigation conducted in the year 2022, irregularities worth Rs 382 crore were detected. On October 11, Registrar Kanungo Surendra Prasad Srivastava had filed a case against unknown persons besides the then SDM RD Ram and Ashok Kumar Kanojia.

Now 40 days have passed since the case was registered, even after this the police is not able to get the investigation report. To take the investigation forward, the police need the investigation report, on the basis of which irregularities are being said, so that it can be decided what was the level of investigation. Which points were investigated? What is the scope of the scam, who are the people involved in it.

Kotwal Vinod Kumar Singh said that on Tuesday also the investigating officer of the case, Devendra Singh, had gone to Chauhan tehsil in connection with the investigation report. In the case registered regarding compensation scam, the then SDM RD Ram and Ashok Kumar Kanojia have filed an application for anticipatory bail in the court in Sultanpur. The court had sought a report from the police on this. Kotwal said that the report of the entire case has been sent to the court.


The matter is of two police station areas

Two police station areas are involved in the scam in land acquisition for the bypass construction of the national highway. One is Musafirkhana and the other is Jagdishpur. In such a situation, the scope of investigation is increasing. However, the files of 28 ongoing cases regarding this have been sent to Lucknow Divisional Commissioner.


NHAI is also under investigation

After the then competent authority Bhoomi Adhyapti decided the amount of compensation, it was sent to the NHAI (National Highway Authority of India) officials for approval. NHAI officials gave approval and released the amount. The NHAI officials did not even review whether the compensation fixed by the Revenue Department officials was as per the rules or not. Where the officials hurriedly distributed the same amount (actual compensation Rs 564 crore instead of Rs 182 crore).

Fear of disturbances expressed in only 10 instead of 30 villages

Not only this, for many years neither any kind of objection was raised nor the entire matter was informed to the higher authorities. During this exercise which started from 2014 till 2016 and for four years, NHAI officials remained silent in this matter. The officials filed an arbitration case in this matter in the District Magistrate’s Court in the year 2020. In that, instead of 30 villages, the possibility of irregularities was expressed in only 10 villages. Police officers say that everything will be revealed in the investigation.


Investigation will be expedited

SP Dr. Ilamaran ji says that investigation into the compensation scam is going on. The investigating officer has been asked to compile evidence. Some records have been sought. After this the investigation will speed up. The amount of the scam is huge, hence a letter has been sent to the authorities to get the entire matter investigated by the Economic Offenses Wing.
