The diplomatic dispute began in June when Nijjar was shot dead by unknown assailants outside a gurudwara in Surrey, British Columbia. Canadian Prime Minister Justin Trudeau later alleged in Parliament, based on intelligence reports, a “credible” connection between Indian government agents and the killing of Nijjar. These claims were supported by US intelligence assistance, but have not yet been confirmed with public evidence.

India has denied any involvement, calling the allegations “absurd” and politically motivated. In response to Canada’s action, India took several retaliatory measures, including the expulsion of intelligence officials, laying off diplomatic staff and issuing travel advisories. The suspension of visa services for Canadian citizens in September was a significant action, seen as a direct response to Canada’s claims.

The easing of visa restrictions signals a possible softening of ties, with External Affairs Minister S Jaishankar having earlier indicated the country’s willingness to ease these measures. He also admitted that relations between the two countries are going through “difficult times”.
